Proposals to ban bonfires on land owned by Derry City and Strabane District Council have been deferred over fears they could lead to a “stand-off” between bonfire builders and council officers trying to enforce the ban.
The deferral took place at this afternoon’s monthly meeting of the Council at which Cllr Kevin Campbell, on behalf of Sinn Fein, put forward a motion containing a number of proposals.
The first read: “Where it is clearly demonstrated that the majority do not want a bonfire on Councll owned property near to their homes then we propose that council will not permit bonfires to take place.”
The second read: “Where it is clearly demonstrated that the majority of residents do want a bonfire on Council owned property near to their homes then we propose that Council will ensure that such bonfires take place in a safe and secure environment using the Safety Advisory Group guidance as a basis for such arrangements.”
The motion continued: “We further suggest that in the event a bonfire is proposed for a site owned by agencies or individuals other than Council then the above proposals should also be considered by the landowner.”
However, independent and unionist councillors expressed concerns about the implementation of such proposals.
Independent Darren O’Reilly said they could lead to stand-offs between bonfire builders and Council officers attempting to enforce the ban.
Pointing out preparation for loyalist bonfires had already begun, Independent Unionist Councillor Maurice Devenney said the proposals were “untimely” and would “enrage and insult” those involved.
Independent Councillor Gary Donnelly also objected to the proposals, stating the most recent bonfires had been lit on land owned by the Housing Executive.
The proposals were deferred after Independent Councillor Paul Gallagher said the matter should go before the Bonfire Working Group.
