The framework for the Programme for Government signals a better way to do Executive business, Foyle Sinn Fein MLA Raymond McCartney.
Mr McCarntey (pictured) said the draft Programme for Government set out "where we want to get to and a process by which everyone can see whether we are successful or not.
He added: "Some of those now carping from the sidelines need to explain why, despite taking part in workshops on the draft Programme for Government, they contributed nothing to it.
"We now have a draft Programme for Government which has gone out to public consultation so that we can build on the framework to create a better society.
"This is a new way for the Executive to do business and has been welcomed in the wider community. It gives people an opportunity to bring forward ideas and have their say.
"This new approach will also be accompanied by a number of other key strategy documents; including an investment strategy, economic strategy and a social strategy and all of these will inform how we align the financial resources to the strategic vision that we have for our society."
